In various countries ،modern public administration is serving as a typical procedure for restructuring modifications.In Iran also ،modern public administration is being appliad for the purpose of downsizing the government through privatization،as dtipulated in the constitutional law. This writing is an attempt to illustrate Modern public Administration preparing grounds for enhanced cooperative activities by emphasizing values like docial justice،and citizens participation in cooperative affairs.It further shows that cooperatives can better function to serve their purposes in a competitive market within an administration framework which boosts values.With goverment،s role as a main modern facilitator،cooperatives can significantly contribute to sustainable development in developing countries.
